1.1 2001 National Spatial Data Infrastructure Cooperative Agreements Program (CAP)
Announcing the 2001 National Spatial Data Infrastructure Cooperative Agreements Program
(CAP). Sponsored by the Federal Geographic Data Committee (FGDC) the CAP program
provides seed funds to the GIS community to build the National Spatial Data Infrastructure (NSDI)
for the effective discovery, sharing, managing, and utilization of digital geographic data. The CAP
will fund projects in four areas:
- Metadata Creation and Implementation: provides assistance to organizations in acquiring
knowledge of metadata documentation and assistance for creating metadata for service over the
Internet. Metadata is a basic first step in implementing the NSDI.
- Metadata Trainer Assistance: funds trainers to train organizations in metadata implementation.
- Clearinghouse Integration Projects: funds projects to extend clearinghouse nodes with
OpenGIS Consortium compliant web mapping service capabilities for integrated data viewing.
- Canadian/US Framework Collaborative Projects: funds Canadian and U.S. organizations who
are collaborating in order to share, create and maintain basic framework geospatial data over a
common geography.

1.2.1 Subject: DOQ's in Alaska
The first Digital Orthophoto Quadrangles (DOQ's) for the State of Alaska are now available for
sale. Primarily covering the Kenai Peninsula and the city of Anchorage and vicinity, these Alaska
DOQ's are 7.5' images representing a quarter of the area covered by the Alaska 1:63,360
standard topographic map.
These Alaska DOQ's are derived from 1:40,000-scale, black and white photography flown in
1996 and 1997. Customers can identify and order the new Alaska DOQ's through Earth Explorer,
http://earthexplorer.usgs.gov which includes a browse image for each of the 227 Alaska files.

The recently published Status and Trends Publications of the Department of the Interior

Trends of the Nation's Biological Resources and Our Living Resources.
The Status and Trends of the Nation's Biological Resources is a peer-reviewed report
written in non-technical language, representing a broad-based partnering effort with contributions
from nearly 200 authors representing the federal government, academic, and non-governmental
communities. Released in the summer of 1999, the report synthesizes current information on the
status and trends of our biological resources with a historical perspective of ecosystems across the
country to assess how the Nation's resources are changing. Our Living Resources,
published in 1995, contains almost 200 articles describing inventory and monitoring efforts that
measure the distribution, abundance, and health of the Nation's plants, animals, and ecosystems.

designed to provide access to up-to-date information about Census data resources, redistricting,
online mapping, and education/training opportunities.
The Census Watch site provides access to TIGER/Line 2000 data in shapefile format, available
for free download from the Geography Network http://www.geographynetwork.com.
Note: Data is not yet available for all states; more data will be added as it becomes
available. Also available through Census Watch are Census 2000 Dress Rehearsal Data Sets,
American Fact Finder Data Sets, and TIGER/Line 1995 shapefiles.

1.8 The 2001 Walter W. Ristow prize in the History of Cartography and Map Librarianship

The Walter W. Ristow prize seeks to recognize achievement in cartographic history and map
librarianship and is offered annually by the Washington Map Society.
Who May Apply: The competition is open to all full or part-time upper-level
undergraduate, graduate and first-year postdoctoral students attending accredited colleges or
universities.
Entry Criteria: Entries are to be research papers or bibliographic studies related to
cartographic history and/or map librarianship. In the case of undergraduate and graduate students,
the entries shall have been completed in fulfillment of requirements for course work. A short edition
of a longer paper is permitted; papers of shorter length have been highly competitive. The text may
not exceed 7,500 words, in English. Papers must be fully documented in a style of the author's
choice (endnotes preferred). Inclusion of clear graphics supporting the paper is appreciated.
Deadline: Entries must be postmarked by June 1, 2001 and sent to:

Format: Entries must be submitted in four unbound copies with appropriate title page
and cover sheet. The cover sheet must include the entrant's name, address, telephone number(s),

not appear on any page except for the cover sheet.
Judging Criteria: Entries will be judged on three broad criteria: importance of research,
(e.g., originality, sources); quality of research (e.g., accuracy, source reliability); quality of writing
(e.g., clarity, command of cartographic terms).
Judging Methods: Entries will be assessed by three judges of suitable cartographic background.
Judges will receive anonymous copies of entries, read them independently, and report their
assessments to a collator.
The Award: The winner will receive $500, a one-year membership in the Washington Map
Society, and the paper will be published in The Portolan, the journal of the Washington Map
Society.
Walter W. Ristow, co-founder and first president of the Washington Map Society, is
Chief, Emeritus of the Geography and Map Division of the Library of Congress.
1.9 Helen Wallis Fellowship at the British Library (2001) closing date: May 1 2001

This annual, named fellowship offers a convenient and unusually privileged working environment
in the British Library. The fellow will be treated like a member of staff (i.e. not restricted to reading
room hours) and will be provided with their own work-station, with an e-mail account and access to
the Internet. In addition, the fellowship carries with it a voucher worth 300 pounds to be spent
within the Library.
The award honours the memory of the former Map Librarian at the British Museum and then
British Library, Dr Helen Wallis OBE (1967-86), and confers recognition by the Library on a
scholar, from any field, whose work will promote the extended and complementary use
of the British Library's book and cartographic collections.
Preference will be given to proposals that relate to the Library's collections and have an
international dimension. The fellowship may be held as a full or part-time appointment, and would

1.11 MAP/GIS Librarian - University of Oregon
The University of Oregon is seeking a creative, enthusiastic librarian who will manage the
Library’s Map and Aerial Photography (MAP) Collection, help to shape the Library’s new
geographic information system (GIS) program, and participate in a wide range of services and
professional responsibilities in a dynamic environment. The MAP Collection, with 400,000 maps
and 500,000 air photos, has one of the largest collections of geographic resources in the country
and is used heavily by researchers on campus and within the Pacific Northwest. Special areas of
strength include maps of the western U.S. Americas and Europe, aerial photography of Oregon
from 1929 to the present, and 4,000 atlases and reference books. The UO has a campus site
license for ArcView and ArcInfo software.
Responsibilities:
This position has primary responsibility for the Library’s Map and Aerial Photography Collection, and for implementation of the Library’s GIS program. The GIS
program consists of data collection and dissemination, maintenance of the Library’s GIS website,
collaboration in campus-wide GIS activities, and relevant user education services. As subject
specialist in the fields of Geography and Cartography, this position is responsible for developing the
collections in those fields, and for liaison with the university’s Geography Department. This position
reports to the Head of the Document Center, and participates in providing reference service in that
department’s areas of coverage: maps and air photos, government information, and business
information. Library faculty members develop curricula and teach credit courses and non-credit
workshops in their areas of expertise and for general library instruction. The position supervises
one support staff member and student employees.
Qualifications:
Required: ALA-accredited MLS degree or relevant master’s degree; knowledge of map
librarianship; knowledge of GIS services and experience with ArcView; high degree of computer
literacy and interest in new technologies and their applications in academic libraries; excellent
communication skills and potential to excel as an instructor.
Preferred: Degree in Geography or related field. Professional growth and service in
keeping with university and library standards for promotion and retention is expected.
Salary:
Competitive salary commensurate with credentials and prior experience. $30,000 minimum for
entry-level. Library faculty members at the University of Oregon have faculty status, rank, and
privileges, with fixed-term, renewable contracts. Generous benefits, fully-paid retirement
contributions, and low staff tuition rates.

The University of Virginia Library seeks a creative, energetic leader who will direct the future
of the Library's Geospatial and Statistical Data Center as it serves a university community with
expanding interests in accessing data for geographic and statistical analysis. The University and the
Libraries have a strong commitment to achieving diversity among faculty and staff.
The Geospatial and Statistical Data Center (Geostat) is located in Alderman Library, the
University's humanities and social sciences library. Geostat serves the University Community's
teaching and research needs by identifying, acquiring, and providing assistance in the use of machine
readable data sets for geographic and statistical analysis. Staff provides consultation on the
availability, acquisition, and application of data for analysis, mapping, and other GIS activities.
Geostat also supports a large traditional map collection consisting of approximately 200,000 maps,
atlases, gazetteers, and other reference materials.
Responsibilities:
Provides direction and leadership for geospatial and statistical data services within the Library and
University. Integrates Center activities with similar or related activities across the Library's digital
centers, digital library research program and other units as necessary. Supervises Associate
Director and Map Services specialist. Consults with faculty colleagues on research and teaching
projects requiring statistical and/or geospatial data, promotes the use of these data resources across
the University and provides library-based instruction for these resources to classes and individuals.
Supervises management of print map collections, atlases and related cartographic products,
including collection development, organization, maintenance, and preservation.
Required qualifications:
Master's degree or higher in a related field. Working knowledge of maps in all formats.
Extensive knowledge of computer software for cartography and statistical applications.
Experience with mapping and GIS software (ArcView and ArcInfo experience preferred),
CD-ROM and on-line mapping products and services, and ability to consult with faculty, staff and
students regarding these applications. Successfully demonstrated experience, preferably with
cartographic formats, in a large academic or research library. Commitment to diversity in the
workplace and ability to serve a diverse user community. Excellent interpersonal, oral and written
communication. Strong service orientation. Commitment to professional growth and
development.
Salary and Benefits:
Salary competitive, depending on qualifications. General faculty status. The University of Virginia

2.2.1 World Directory of Map Collections

The 4th edition of the World Directory of Map Collections, compiled and edited by
Olivier Loiseaux on behalf of the Section of Geography and Map Libraries was launched.
It has been issued in the series, IFLA Publications as No. 92/93.
The fourth edition lists 714 collections from 121 countries. Generally collections with fewer
than 1,000 maps were excluded unless they were in a national library or national archive or
represented the only map collection for a country. The entries are arranged alphabetically by the
English name of countries, followed by the English form of the city name. When there was more
than one collection in a city, the entries are arranged alphabetically by the institution name. Data
are presented by institution name and address, including fax and e-mail addresses where given;
person in charge of the collection; history of the establishment of the map collection; number and
categories of staff employed; the area occupied by the map collection; size of the collections; nature
of the collection (e.g., subject specialization, chronological coverage); special collections;
bibliographic control; reference services; lending services; copying services; storage equipment;
conservation; and publications. This 550+ page volume is available from:

2.4.2 National Atlas of Canada introduces The Territorial Evolution of Canada.

National Atlas of Canada online introduces a new module entitled, The Territorial Evolution of Canada, 1867-1999. It depicts the changing locations of
Canadian boundaries over a 132-year period. This series of 21 maps illustrates the spatial patterns of Canada's past. A 22nd map, summarizing all the information,
was created to provide a better overall perspective of the process of territorial evolution. And in the same vein, an animated map is also provided. The module
includes ample additional information to facilitate an understanding of this study. Population data are linked to the various years for each province and territory.
There is also a section entitled Teaching Resources. Finally, there is a section of photographs and historical maps from the years studied.
The new module is accessible from the table of contents of the National Atlas of Canada
http://www-atlas.ccrs.nrcan.gc.ca/projects/atlas/v2/default.asp. From here, select
the Historical sub-theme under Themes. Then select the Territorial Evolution module to display the various years. Selecting the desired year
to display the map for that year.

3.1 Upcoming National Conferences, Seminars, Talks, etc.
- The seventh event of the Washington Map Society program year will
be held on Thursday February 15, 2001 at 7 PM. Professor Harold Brodsky of the University
of Maryland will present The Holy Land Map of Avraham bar Yaacov, Amsterdam, 1695.

- The next meeting of the Cumming Map Society will be held Thursday afternoon, March 15, 2001, on the campus of the University of North Carolina-Greensboro.
Dr. Jeff Patton, Professor of Cartography at UNCG, will give a presentation on Early
American School Atlases. Several of his students will also be available to discuss their GIS
projects. Additionally, we will again have show and tell, so members are asked to bring a
map they'd like to share.
The meeting will begin at 3 PM in Room 116 of the Graham Building on the UNCG campus.

- The Ordnance Survey University Conference is being held on the 7th of February at the Coventry Techno Centre at Coventry University. The University
Conference has been set up in order to promote good and positive relationships between OS and

will run for a full day with registration starting at 9.30pm and the closing session finishing at 4.30pm.
