1. News1.1 Karen Siderelis is named USGS Geographic Information Officer

U.S. Geological Survey Director Charles Groat announced the appointment of Karen Siderelis as the USGS Geographic Information Officer (GIO) effective November 27, 2000. Siderelis has most recently served as director of the Center for Geographic Information for the state of North Carolina.
The power of place-based information can integrate and enhance all of our science at USGS, Groat said. I am confident that Karen has the technical knowledge, the organizational ability, and the initiative to effectively develop and implement our organizational vision for this new position. The responsibilities of the GIO at the USGS will be similar to those of a Chief Information Officer (CIO), a position mandated for all Cabinet departments and recommended for all federal agencies by the 1996 Information Technology Management Reform Act (ITMRA). The USGS is unique among federal agencies, however, in specifically designating this position as a Geographic Information Officer.
The USGS is widely recognized for providing reliable scientific information, said Groat. By establishing the position of a GIO, we want to fully develop the rich potential of geographic information for integrating our scientific findings and for making our science even more accessible to the public. As the GIO, Siderelis will be responsible for guiding the formulation of agency strategies that will provide innovative information management solutions and ensure the integrity of USGS scientific information. She will ensure that USGS information management policy supports its mission and will provide leadership in coordinating USGS scientific information management with other government agencies.
While serving as director of the Center for Geographic Information for the state of North Carolina, Siderelis managed the state's GIS service center and oversaw the development and maintenance of a statewide geographic database. From 1981 to 1991 she was the director of the Land Resources Information Service of the N.C. Department of Environment, Health, and Natural Resources. She has been a member of the Mapping Science Committee of the National Academy of Sciences since 1994 (vice chair since 1997) and has served on the board of the National States Geographic Information Council since 1993 (president, 1998-99).
Siderelis received a master's degree in park management from the University in Georgia in 1976 and a bachelor's degree in education in 1973 from the University in Georgia. She is a fellow of the Royal Geographical Society.

This CD-ROM is a compilation of twenty-nine previously published mineral deposit model and related reports of the U.S. Geological Survey. It, in part, reflects a history of mineral deposit model development within the USGS. Model types presented include descriptive, grade-tonnage, geoenvironmental, and geophysical. These models generally are a compilation of the geologic, geochemical, and geophysical characteristics of various types of metallic and nonmetallic mineral deposits. The models list attributes intended to be guides for resource and geoenvironmental studies and for mineral exploration. The models are presented using the lithologic-tectonic environment mineral deposit classification scheme, originally developed by Cox and Singer (1986).

1.2.2 Subject: Disc-on-Demand Distribution
The USGS has announced a new distribution method called disc-on-demand. Disc-on-demand distribution will use CD-R (compact disc-recordable) or DVD-R (digital versatile disc-recordable) technology to make limited-audience publications available and affordable. This distribution service is intended primarily for informal publications such as Open-File Reports that are in electronic format.
Prices for disc-on-demand products have been established as follows:
- CD-R $45 for a single CD, $10 for each additional CD in a multiple disc set, plus $5 handling fee per order
- DVD-R $60.00 for a single DVD, $30 for each additional DVD in a multiple disc set, plus $5 handling fee per order
Disc-on-demand products can be ordered through the mail from USGS Information Services, Box 25286, Denver, CO 80225; through the 888-ASK-USGS toll free telephone number; and by FAX at 303-202-4693. Disc-on-demand products will be orderable online through Earth Explorer later in FY01. ESIC's can place orders for customers through DORRAN using product code PP06. 1.3 Dublin Core for cartographic materials

A task force on using Dublin Core for cartographic materials seeks your input. In January 2000, the Cataloging and Classification Committee (CCC) of the American Library Association's Map and Geography Round Table (ALA MAGERT) created a task force to study the application of Dublin Core to cartographic materials. Specifically, the committee charged the task force with studying how the Dublin Core framework can best be applied to cartographic materials, in particular for cataloging cartographic materials on the Internet. If appropriate, the task force should suggest additions or modifications to the Dublin Core so that it can better describe and provide access to these materials. The task force expects to make its final report to the CCC in January 2001.
The task force welcomes and hereby solicits input from discussion list participants who have created or are creating Dublin Core records for cartographic materials on the Internet. We would appreciate it if you would bring to our attention the issues that you deal with in applying Dublin Core to cartographic materials. What problems do you see? What ways have you devised to deal with special map characteristics? Also we welcome discussion list participants who search for and use Dublin Core records for cartographic materials in public service (e.g. reference librarians), to send us your comments about the usefulness of the records in describing and providing access to maps on the Internet. 1.4 Three new states in India

Three new states were created in India and there are Chattisgarh, Uttaranchal, and Jharkhand. Chattisgarh was created on November 1st out of Madhya Pradesh, Uttaranchal on November 9th out of Uttar Pradesh and Jharkhand on November 15th out of Bihar state. 1.5 Microsoft announces that their next office suite will be available through a subscription service

As part of their Office.NET strategy, Microsoft has announced that their next office suite - code named Office 10 - will be available through a subscription service. This model still assumes that the software will be installed on the individual workstation. It just gives the user the ability to upgrade the software over the Internet, and Microsoft the ability to shut off most of the functionality of the software if the user fails to renew the subscription (though they can still open, view and print their existing documents).
Microsoft is also planning to offer a license option that is based on hosting the software through application service providers, which will mean that it isn't installed on the users computer but is instead provided as a service when needed from a server over the Internet.

Responsibilities: The Yale University Library seeks an energetic Geographic Information Systems (GIS) specialist to develop and implement a successful GIS service and instruction program. The position offers an exciting opportunity to advance the use of digital geospatial analysis and mapping across the Yale campus. The successful candidate will be expected to work closely with colleagues in the Arts Library, Science Libraries, the Social Science Libraries and Information Services, the Social Science Statistical Laboratory, and with subject specialist librarians and area curators throughout the Yale University libraries, including Sterling Memorial Library. The GIS specialist will give special attention to the assessment of student and faculty needs, training and consultation, and the hardware and software requirements for geospatial analysis and mapping. There will also be an opportunity to plan and implement digitization projects based upon the library's extraordinarily rich collection of historic maps and atlases. This position will be located in the Map Collection, along with the Map Curator and one full-time library assistant, and will report directly to the Head of the Research Services and Collections Department. There will also be close working relationship with the Director of the Science Libraries and others appointed to the GIS Library Advisory Council.
- Provides leadership for library-wide GIS public service initiatives including training, general consultation, and the creation of instructional tools for students, faculty, and staff
- In collaboration with others, plans for the hardware and software environments required to run GIS applications in a distributed service environment
- Evaluates and recommends emerging software applications for geospatial data analysis, display, and management, including web-based tools
- Plans and implements instructional and promotional programs and activities for geospatial analysis, display, and management with the objective of integrating GIS skills into teaching and learning at Yale
- Collaborates with select Yale librarians and staff to assess the GIS needs of faculty and students

Qualifications:

1.9 GIS and Statistics Specialist - MIT
The MIT Libraries seek an energetic, experienced person to lead in creating and developing a new, campus-wide library service and instruction program in GIS for the MIT community. This individual will work with a multi-disciplinary team of library and IS staff members as well as faculty to assess GIS needs across the campus, to determine library service products and programs, to publicize the new service, and to assist in its provision.
Responsibilities: The specialist will be the Libraries' lead person charged with planning the appropriate level of library GIS services, in cooperation with other GIS sponsors at MIT. He or she will work cooperatively with the GIS technical expert in Information Services, representatives from the Computer Resources Lab in the Department of Urban Studies and Planning and from other academic departments, the Libraries' System Office, and the GIS technical person in Rotch Library, to devise a robust GIS library service in a distributed environment. The specialist will assist colleagues in the Dewey Library (management, political science and economics), the Barker Engineering Library, the Science Library, the Lindgren Library (earth sciences), and the Humanities Library in the application of mapping services to their subject areas. The specialist will be responsible for planning and implementing library instruction programs. The specialist will be located in the Rotch Library of Architecture and Planning, participate fully in its programs and activities, and have public service responsibilities for the Census 2000 data. For GIS responsibilities, the person will report to the Information Technology Librarian for Public Services; for Rotch Library responsibilities, the person will report to the Head, Rotch Library.
Qualifications:
Required - Three to five years academic background or experience with geospatial data and a variety of mapping software, including ArcView; excellent interpersonal skills; the ability to share knowledge and excitement in a teaching mode; demonstrated experience in establishing innovative public service programs; working knowledge of national data sources, including the products of the U.S. Bureau of the Census and ICPSR databanks, and experience with various methods of extracting data; ability to organize work independently, to lead, and to work easily in team and collegial roles; a commitment to ongoing professional development and activity.

Qualifications: The ideal candidate will have an ALA accredited Master’s Degree in Library/ Information Science and prior experience in a research library or equivalent research setting OR a relevant Master’s Degree and significant experience in a research or related setting. Knowledge of and demonstrated facility with GIS software, including ARCView, and knowledge of spatial data, databases, data structures, and metadata standards is required, in addition to experience with numeric data, including census data. In addition to a demonstrated interest in new technologies and a high degree of computer literacy, the successful candidate should have the ability to excel as an instructor; the ability to work with a variety of users, library staff, and the University community; excellent oral, written, and graphic communication skills; demonstrated organizational and supervisory skills; and, strong public service and team orientation.

- The Power of Place - Geography Awareness Week at USGS
Where we live and work and recreate; where water, food, and energy come from; and how the cities, farmlands, forests, and oceans of the world interrelate are important questions. Location matters deeply to everyone -- in many ways that are obvious and, in many other ways that are overlooked. The U.S. Geological Survey is proud to add its support to national Geography Awareness Week, November 12-18.
At USGS, geography awareness is an ongoing practice that unites the bureau's wide- ranging natural science mission, and the concept of place is central to organizing our vast stores of scientific data, said USGS associate director for geography, Barbara Ryan. Geography Awareness Week is a wonderful opportunity to educate Americans, young and old, on the importance of understanding the geographic world around us. In addition, the USGS is also celebrating GIS Day, November 15th. Computer-driven geographic information systems enable us to see the place-based relationship of widely varied conditions and events. At USGS, GIS is used in nearly all scientific applications including studies of human health and the environment (such as West Nile virus), natural hazards (earthquakes, volcanoes, floods), the quality of the nation's water, changing habitats of threatened plants and animals species, and many others.
In keeping with this year's theme Here Today, Here Tomorrow: A Geographic Focus on Conservation, the USGS has created a web site http://www.usgs.gov/education/living/geography/ highlighting exciting and fun activities on learning geography. By visiting the web site, you can browse through the USGS National Atlas and design a map, view satellite images from Earthshots, discover famous places, or see if you can find your own backyard on the Microsoft Terraserver. Reference and educational material such as Helping Your Child Learn Geography, Finding Your Way with Map and Compass, and Working with Maps are also available on the web site or can be ordered from any USGS Earth Science Information Center (ESIC). For more information about these and other available products, contact any ESIC at 1-888-ASK-USGS. USGS scheduled activities include:
- California - Geography will be the focus of tours at the USGS Visitors Center during the week (located at 345 Middlefield Road, Menlo Park, CA). Stop by and browse through the wide selection of maps at the ESIC, open Monday-Friday from 8 am to 4 pm. Also, take time to check out the many displays of current research around campus with our self-guided tour.
- Missouri - Hands-on activities in reading and using maps as wells as presentations using geographic information systems (GIS) will be given by employees from the Mid-Continent Mapping Center to 8th grade science classes in Camdenton, Mo. Cartographers and geographers will also host the Geopardy game at the Rolla Middle School Geography Night.
- Colorado - Visit a large exhibit of USGS maps, posters, teacher guides and other educational materials related to geography at the USGS Rocky Mountain Mapping Center in Denver, Colo., (Building 810 at the USGS map sales office, Denver Federal Center, 303-202-4000, open from 8 am to 4 pm weekdays). The Center will also conduct tours and presentations on GIS as part of GIS Day, November 15. In addition, USGS cartographers and geographers will visit local schools and will conduct workshops for Girl Scouts to explore mapping and geography.
- South Dakota - GIS will be the focus when cartographers and geographers from the USGS EROS Data Center in Sioux Falls, S.D., visit Rose Bud Sioux Indian Reservation. In addition, visitors will also be able to tour the Center and learn more about GIS and satellite aerial imagery.
- Virginia - Map reading skills, geography facts and state identification will be the focus for area school groups that will tour the USGS National Center Visitors Center during the week (located at 12201 Sunrise Valley Drive, Reston, Va.). In addition, visitors will have the opportunity to visit several displays that highlight USGS products and services.
As the nation's largest water, earth and biological science and civilian mapping agency, the USGS works in cooperation with more than 2,000 organizations across the country to provide reliable, impartial, scientific information to resource managers, planners, and other customers. This information is gathered in every state by USGS scientists to minimize the loss of life and property from natural disasters, contribute to the sound conservation, economic and physical development of the nation's natural resources, and enhance the quality of life by monitoring water, biological, energy and mineral resources.

- A Bird's Eye View of New Hampshire Towns: http://www.nhhistory.org/birdseyeviews.html Reflect on the glory of New Hampshire's towns depicted in an exhibition of late 19th-century lithographs on view at the New Hampshire Historical Society's Tuck Library at 30 Park Street, Concord through April 28, 2001. Called Downtown New Hampshire: A Bird's Eye View of Change Over Time, the exhibition includes views of 23 different New Hampshire communities, spanning the state from Colebrook to Keene.
